Enabling Kotlin plugin disables New Project button

Having the Kotlin plugin enabled causes the New Project button on the loader to be completely unresponsive. Clicking does nothing. The Open and Get From VCS buttons still work. Disabling the Kotlin plugin then restarting makes the New Project button work again.

I haven't used the button for a while so don't know when it stopped working. I read in some forum post from years ago that the issue stemmed from having the Gradle plugin disabled. I have Gradle enabled.
