Refactor → Move directory generates error message

I'm trying to move the project directory to a different hard drive partition that doesn't have a direct link to the PyCharm installation/executable file.

I came across the following post on stackoverflow, that stated node.js was 'locking the folder'.

I right click on the folder, with program that lets me know what's locking the file, and nothing is blocking it. I was able to successfully test said program with an mp3 audio file I was playing.

What would be the next course of action?
