XSLT debugging is already supported: https://plugins.jetbrains.com/plugin/1818-xslt-debugger.

This plugin not working not have breakpoint support

Setting breakpoints and changing their properties in XSLTs works just like in Java files.

If it doesn't work for you, please share the logs (Help | Collect Logs and Diagnostic Data) and the sample project to reproduce it.
