I waited for over 10 minutes and it wouldn't boot.
I tried reinstalling, but it wouldn't boot.

Try following the steps from this troubleshooting guide. It will have you delete certain default IDE directories in order to restore program integrity.

I had to repeat the process a few times to get it to start.
