Use the latest IntelliJ IDEA 2016.3 EAP as the Plugin SDK (with all corresponding *.jar files added as written in Dart's readme).

About Dart plugin setup. That 2nd way of the project setup has not been used by developers for some time, so instructions became outdated. Since you and may be someone else needs them, I'll fix it....

Strange. Does Ctrl+click works on 'log' (in CONFIG::log)? Where does it jump? Is there 'log' function or whatever available in scope? I mean is it possible to write log() or smth similar wihtout CO...

You are right, not all settings are preserved when saving project as a template. File Watchers settings are lost. Feel free to file an issue.
