This is not available - "file templates" is a per-IDE-instance setting.You can file a feature request, however we do not plan to work on this very soon.

Please follow http://devnet.jetbrains.net/docs/DOC-260 and attach a thread dump of hanged app.To avoid reopening of project - just rename or move its root folder.
