Nope, it's not what happens with Grails 2. Grails 2 has the possibility to pass vm arguments to forked instance and Grails 3 doesn't. You still have two choices for debugging. What do you mean by "...

You should be able to run/debug tests, have highlighting of labels, alignment of data tables out of the box.

There is one undocumented feature.  Create grails-synch-jvm-options.txt file near your grails-app directory, and place your vm options there.  We just had no time do implement GUI for this.
