I have the same problem, with Django 2.2.7, and Python 3.7.4 for example. If I start a console from the root directory and launch a shell, it works. If I launch it from the manage.py tool in PyChar...

Andrey, the ticket you mention seems dead, it's been there for years. I see this thread is 9-year old too... will this problem be addressed at some point for people who don't use QWERTY keyboards? ...
