As soon as I asked I found my own answer. Seems that the app was running in the background and blocking access to the port.

As soon as I posted this I found the answer.  I needed to run Invalidate Caches:

That is the price you have to pay for using rather unconventional approaches.I disagree that this is unconventional.  Advanced maybe, but not unconventional because for use-cases where it's needed ...
