My browser reports the same certificate as you have shown, so I don't believe its our proxy that is doing that , there may be some other entity in our network, or on my machine that is doing that. ...

-Djava.vendor= is set in windows by my employer. It does not impact IJ 2017.3, but it does break maven when running from the command line and I have delete that variable. Here is my idea64.exe.vm...

I compared the 2017.3 install to the 2018.1 install. The 2018.1 install under the lib folder has a dll which looked suspicious : winp.x64.59DDBA6E777434D039AE09539E6AE899.dll
