I found this even though my problem seems different.  For me, Android Device Manager won't even open.  I've confirmed I have the emulator installed via the Android SDK manager, but when I click Too...

I see the bug was created.  I'm using bazel, so no facets for me (unless I've missed something in the integration).

I went through the process again, uncommenting the lines in idea.propertis, deleting the config directory under c:\Users\... and restarting.Here is the log file produced:It appears that it can't fi...

Thanks Mark.  I don't know what settings where were causing this, but I checked the environment variables.  I did not have IDEA_PROPERTIES set, but when I proceeded to set it and try again, it work...
