I, too, have noticed the progress dialog stop for several seconds on the tld files in my third-party jar files.

I filed http://www.jetbrains.net/jira/browse/IDEA-8774 against this, with a screenshot showing the problem. I'll try to get something reproducible later today.

FYI, I've disabled local VCS, that seems to have made the hangs go away, for now at least.
