The reason that I put this in Webstorm folder is that if you are new to web development with Angulr AND you are new to the web storm IDE it is very hard to get up to speed as to how to add a javasc...

This is still an issue for 2016.2 distribution. When you bring up Tools->Run Setup.py Task you will get a list of different things to run. Select the "develop" task.
