Seems to be caused by https://youtrack.jetbrains.com/issue/IDEA-271557 Will be fixed in 2021.3. You can downgrade as a workaround.

You can assign your own shortcut for the action. I am using "Cmd+Option+S" for that.

Can you show the Preferences | Editor | File Types | HTML settings pane: https://i.imgur.com/FA9tMfi.png Does it help to reset settings via File | Manage IDE Settings | Restore Default Settings?
