Found the solution. Even though PHPStorm / IntelliJ appears to be asking for the GitHub account credentials, in fact it is asking for the PAT. Entering the GitHub account's email in the "Username" ...

Likewise. It allowed me to do random file uploads without having to switch to an FTP client or type in the console, which was quite convenient. Is there a setting to turn it back on?
