Hello You can disable it by going File | Settings | Editor | Inlay Hints and disabling "Code author" Why would you like to disable it? What exactly is not convenient?

Could you please go to Preferences | Advanced Settings and find `Toggle commit control`. If it's enabled - please disable and check whether commit floating window remains
