It's consistent. The project I used in the screenshots is a special “clean” one for reproducing PhpStorm bugs. Currently, it contains a single file and no customization that I'm aware of.

I'm not sure if the same option is available in WebStorm, but switching the terminal engine from “Reworked 2025” to “Classic” restores the old version of the terminal (resolving all terminal issues).

For the moment, I decided to switch to the “Classic” terminal engine. The issue I described above only occurs in “Reworked 2025”.
