Somehow the CMD + ~ is not cycling between project windows like it used to be.
Is it a bug?

Could you please clarify the issue? Do you mean that project aren't switched using shortcut?
Yes, I work on multiple projects at the same time. I used to press CMD + ~ (standard macOS shortcut to cycle between windows from the same application) to switch project windows, but its not working anymore.
There is a keymap for Project Windows but its not working either.
What action is shown if you use "Find action by shortcut" button in "Preferences | Keymap"?
Nothing
I manually assigned to "nex project window" and it worked again.
