User is telling me about this problem when trying to install the plugin, what could be causing it? he is using PhpStorm, so com.jetbrains.php plugin should be already installed right? why is not recognized?

What is "the plugin"? What IDE and plugin version are they trying to make work?
It' Magicento, but does it matter somehow? I mean what could be causing the "Depends on unknown plugin com.jetbrains.php" error? so I can ask to the user more info if needed
AFAIU the plugin is not available for download/evaluation from https://magicento.com/#download so it's not possible to inspect or try to reproduce the issue on our side
Yes, the error message does indeed sound very strange. Please ask user to provide full log files from their IDE in issue tracker https://youtrack.jetbrains.com/issues/IDEA
