Github blocked, cannot install plugin/repositories

Due to some agency policies, we have github blocked directly from IDE's. We just started using IntelliJ here and i wanted to know if there is anyway to install plugins by having info security download it for us, instead of direct access from the IDE. Same thing for repositories.
