the terminal's colour might be changed in Settings | Editor | Colors and Fonts | Console Colors | Console | Background. Wrapping's options are in Settings | Editor | General | Console.
This is basically the only question I can find that discusses wrapping in the terminal… but the settings given by Olga are not correct? At least, not for me (strangely). The terminal still wraps input/output. :/ Anyone have any advice?
Codythurber Al, just to confirm, are you looking to have a horizontal scrollbar appear when the input or output is too long to fit on one line, instead of it wrapping automatically?
If so, this is currently not supported, and there is an existing feature request for that - IJPL-103646. Please consider following this ticket to get notified about any progress.

Instruction you provided as like as this doc https://www.jetbrains.com/help/phpstorm/configuring-color-scheme-for-consoles.html not functions in my exemplar of phpStorm. Any changes I made has no effect.
