Ubuntu 16.10 Pycharm tools menu not shown

I am trying to create a desktop entry for Pycharm. The button is used to be in the "tools" menu. The "tools" is now shown in my Pycharm. How to bring it back to menubar?

Do you use Pycharm Educational? If so, it's true that there is no Tools menu here. You can create Desktop entry using `Help| Find action| Type "Create Desktop entry"`.
