You're running old PhpStorm release, the issue was addressed in 2016.2+ versions. I would suggest to try out latest IDE build, you can download it from our site
Please try latest version (2017.1.1 -- it's like v14 in old "version system") -- it has quite few fixes in this regard since then.
New version can be run in parallel to your current one (IDE-wide settings are stored separately) -- just backup project-specific settings (.idea subfolder in that project) if you plan to keep using older version.
Well -- some people reported that yesterday's 2017.1.1 has resolved their performance issues ... so please still try it.
If you still have performance issues (after disabling all 3rd party plugins (not bundled by default) -- please use "Submit a request" link on the top of this page and provide 1) idea.log (Help | Show Log in...) and 2) Performance info ( see Reporting performance problems – IntelliJ Platform-based IDEs Support )
Please mark all cache/tmp directories as "excluded".
Also I would suggest to exclude all directories that won't be modified in a project and add them in "Include paths" in Languages & Frameworks > PHP settings.
I've managed to solve the scaling issue from Storm 2017.1.1 using a "hack" i found for fixing this issue for Photoshop, illustrator and other Adobe software. Looks like its now completely resolved.
The performance issue is still there as far as i can see, 2017.1.1 is defiantly better (consume about 70-80% CPU while typing) then 2017.1 (consumed 100% CPU while typing). But its still pretty high, and makes lags. Storm 10 for comparison was consuming 20-30% CPU for the same processing job.
My installation is without any plugins, by the way.
Do you suggest opening a ticket? how should i proceed with this issue?
Performance issues can be very project- or machine-specific .. so devs would need to see what's exactly is causing it.
BTW -- try with brand new empty project -- how it performs in comparison to your current one? (when only 1 project is opened at a time). Does it depend on file size / file type?

The PHPStorm 2017.1 consumes 100% CPU, it makes the entire PC lag, that's the reason I'm still using PHPStorm 10.
There isn't a solution for 10?
