Plugin to graphically edit bpmn and bpmn2 files

I need to develop programs using Drools. Can any one please let me know how to edit the rule flow bpmn and bpmn2 files graphically. I am using 2016.3.1 ultimate edition and JBPM plugin, but I am not getting designer tab.
