Keep BOF (beginning of file) blank lines

For some reason, in a project, some of us would like to put blank lines in the beginning of js/ts files. While using the reformat code function, the blank lines are removed.

Would you please add an option that for code reformatting to keep the blank lines in BOF, and also a code style about allowed maximum blank lines in BOF.
