Slow "Importing web configuration model data" during Gradle sync

When importing a Gradle Java monorepo in IntelliJ IDEA 2023.1.3, the "Importing web configuration model data" step takes nearly 20 minutes. This step is not visible in the build window and no output is produced. This is causing a lot of slowness for our entire team.

• What happens during this step?
• Is it necessary? Is there a way to skip or speed up this step?

I have tried IDEA 2021.2 which is mentioned in this thread: https://youtrack.jetbrains.com/issue/IDEA-274022/Gradle-import-takes-too-long-for-the-Java-EE-Web-project, and it completely skips that step and saves a lot of time. Any help will greatly appreciated.

PS. I cannot share any logs/information about our project as per work policies.
