Plugins are Tools, not Files

Plugins are tools. Please put it in the Tools dropdown instead of File > Settings. They're not files with settings.

However most software under Windows, Mac, and Linux put the settings/preferences under the first available menu, usually its File menu, so far there is no plan to change the position.
