Android Toolbar Button are Disabled

Hello,
In my Flex project I'd like to be able to use the Android toolbar buttons to launch the Android SDK Manager, but they are disabled. How do you get these to be enabled? I have the android sdk installed. Running on Mac OS Sierra.

These toolbars are specific to Android projects with Android modules. Feature request is welcome at https://youtrack.jetbrains.com/issues/IDEA.
