Pycharm Debugger terminated when waiting connection

I found recently that my Pycharm debugger didn't work at all. When started, it would wait connection for a long time and exit with code 1.

I've got Pycharm 2016.2.3 and jdk 8.102, windows 10 which was recently updated.
