PyCharm link to Python documentation

I can not find where to specify in PyCharm link to Python documentation.

Pressure Ctrl Q - the documentation is read from the HDD. Longer, up arrow,

goes to http://docs.python.org. Similarly, Shift F1.

I want to load these documents from the HDD. Like java-doc from IntelliJIdea.

External documentation URLs are hard-coded at the moment.
