No, but not only bg is different, also differs:
1. tab border:
2. active file name is written in RubyMine window title
3. if you use View | Navigation bar, it also show current focused file
If it isn't enough please sumbit an issue at http://youtrack.jetbrains.net/issues/ruby
P.S: Personally I never have such problem, but I prefer "Go to recent" (Meta+E) for switching among files
