plugin rubymine3.1

i am using RubyMine 3.1... Whenever i try to install plugins from my appn using : "rails plugin install plugin-name" , an empty folder gets created in vendor/plugins...what can be the reason?? how can i successfully install and use plugin?? thank u in advance..
