You can focus on tip, press ">" arrow key and disable it. Also see full list of "intentions" in RM | File | Settings | Intentions list. By the way why you want to disable tips? They are usually useful.
The main one I can think of that keeps getting in my way is the "flip if/else" I can see that it would be handy to flip it, but to have it as a popup tip seems overkill to me....though I am an old school programmer and new to this whole web world

This tips appear only if you click Alt+Enter or just wait about 1 second.
