Extract Include File - how's it work?

I'm working on some refactoring, and have some code that I want to extract to an include file, not to a module or superclass. But I can't seem to find a way (using 2.0) to get the "Extract Include File" menu option operational -- it just stays grayed-out. Perhaps it's not quite ready in the beta? Or is there something in particular that needs to be done in order to 'activate' the option?

This option is not ready yet, we have such a refactoring called Extract Partial, which is available in Rhtml files only.
