Jira Browser configuration controls don't disable at the beginning

Cheers for the comment - its been ages since I've been in the code for
the plugin so I'm sure there'll be a few areas for improvement and
refinement ;)

Main reason for this build was to get something off my HDD that worked
(more than the last ancient build that was out there).

If anyone wants to contribute and offer up some love as well its always
appreciated ;)
