Installing a new Plug-in (Camouflage)

I am trying to install the Camouflage plug-in in either Photoshop 5.5 or Illustrator 10. I can see that the plu-in is in Photosho 5.5 but nothing was added to the filter section. Does anyone have any suggestions on how to get this to work?
