No. The built-in plugin is the part of IntelliLang which handles the regular expression language; it doesn't provide any new UI.

RegexPlugin (http://plugins.intellij.net/plugin/?id=19) is a great plugin, and I think JB guys can do some perfection and make it more powerful with IntlliLang. It can be bundled by default.
