Configuring File Watchers to transpile SCSS to CSS

Hello,

I am having a bit of trouble moving forward in configuring a file watcher in IntelliJ 12 and/or 13 (there doens't seem to be any difference where this is concerned) to transpile SCSS files into CSS.

Specifically the part I am stuck at is on this page it says:



Where can I find scss.bat? I have searched my computer and the internet and have found it nowhere.
