How to reopen an issue in JIRA?

Hi, everyone.

I've opened an issue in JIRA - IDEA-14781
And it was closed as resolved - won't fix. I've added my comments and two more screenshots to it to prove that the issue is not resolved. Should I open a new one or somehow update an old one to reopen it?

It's not that the issue I'm reporting is a pain in the ass, it's just annoying.

The issue was resolved correctly, and I've added more explanations describing
the reason for that. In general, it is preferable to leave a comment requesting
to reopen the issue if you think it was not resolved correctly.
