Please vote for IDEA-84340

This improvement request has been hanging around for six years, in one form or another, so I thought I'd push Jetbrains to look at fixing it for the next release.

The problem is that the bookmarks window is modal, which makes it much less useful than it perhaps could be. The proposal is to make it into a tool window so that it can be accessed all the time.
