I cannot create a new class using Alt+Insert, having selected the src folder. Instead I use New>File

I know it is discouraged to have a non-pakage java class but it is confusing not to have New > Java Class option when src folder is selected. It is legal but not recommended so I think idea should alow to create a package-less java class using New (Alt+Insert). On the other hand Idea doesn't warn against removing a class from a package to src folder. Is this an issue in Idea or is an intended behaviour.   Idea Leda 120.305.
