How to know there's a new version of a plug-in

In the current arrangement of the plug-ins settings panel, how do I
see that a plug-in has a new version?

It seems like installed plug-ins don't appear in the Available tab.

Not so. I know there's a new instance of the key promoter plugin, for instance (I have 0.6 and there is a 0.7 on the site), but there's no indication of that in the plugins list and there's no way I can update it from IDEA (with the last couple of builds, at least).
