Opening files in libraries

Strange how I've never noticed this before, but it seems that CTRLSHIFTN never searches for files inside libraries, even when there are no matching files in the project.

Is this the intended behaviour, or an unoticed bug? If it's working as intended, shall I file an issue or is there a strong reason to not search files inside libraries?
