Keyboard-navigate the debugger sub-tabs?

Since your layout has mixes of many tab components, it is not possible.
Producing lots of shortcuts for switching between nested tabs doesn't
make sense.

I'm implementing a new way for switching between views -
http://youtrack.jetbrains.net/issue/IDEA-54242. This would substitute
the need to swith tabs by ctrl-left/right.
