Folding Doesn't Respect Settings

Hi,

Since I upgraded to 8.1.4, I cannot get IDEA to refrain from collapsing my imports upon startup. I've repeatedly checked and even arbitrarily altered my initial collaps options (I want nothing collapsed) but it keeps doing this.

Is there a way to get it to do what I want?
