CVS Branch Merge broken for a year

As the CVS merge branch facility (tracker #35797) is still dangerously broken after almost a year, still has no priority, and is not yet even scheduled for fixing, I would like to request that it is disabled until it can be fixed.

Anyone who tries to use this facility risks severely compromising their project, source code and CVS archive.
