possible to move the tool bar up one row?

os: kubuntu 10.04
PhpStorm 2.0Beta
build PS-103.8

My first two rows of PhpStorm look like this:


I'd like them to look like this:


is there a way to do that via the settings somehow?  I want to move the toolbar up to the right of the main navigation since there is plenty of space for it there.
