How to turn on automatic MINOR version update?

You need to set the Updates channel in File | Settings (or PhpStorm | Preferences for Mac OS) | Appearance & Behavior | System Settings | Updates to "Milestone Releases" - this will ignore major releases and bring only minor updates.
