Andriy is absolutely correct. PhpStorm supports all the features of WebStorm but some are not bundled so you might need to install the corresponding plugin for some framework via Settings > Plugins > Install JetBrains Plugin.
You can always install trial version (all IDE-wide settings are stored separately for each product) and access plugins page of the Settings/Preferences from Welcome screen directly without even creating any project.
But simply speaking: all plugins that are bundled with WebStorm but not in PhpStorm are:

can be installed in PhpStorm (for free) from "Settings/Preferences | Plugins --> Install JetBrains plugin..."
I'd like to know the list of plugins, so I can also work completely with a Webstorm JS setup, along with the PHP setup. I've read that PHPStorm is Webstorm + PHP stuff. However, some of the bundled plugins aren't included, which are bundled with Webstorm. I'd like to check out those plugins and maybe install them myself.

Cheaper? Not everyone will need other (server side) languages? Plugins installed by default that rarely needed in other IDEs (were you may need only generic JS support; but often used in advanced JS dev)?

Ok. I took your suggestion and downloaded and installed the trial version. Here is the list of plugins Webstorm has that PHPStorm doesn't.
