How do I make the Structure tab apply to the current file?

If I try to open the Structure tab, the currently viewed file switches to whatever file last had the Structure tab opened. Why does it do this? How do I disable this? When I open the structure tab, I want to see the structure of the file I'm looking at, not some other file.
